Het rapport van de evaluatie is aan de Tweede Kamer aangeboden. Volgens het onderzoeksbureau SEO is de regeling niet doeltreffend en ook niet doelmatig. De regeling kan volgens de onderzoekers niet gerechtvaardigd worden uit het realiseren van eventuele wenselijke neveneffecten.
